Current Consolidated Plan/Annual Action Plan
The Annual Plan is DHCD’s application to the U. S. Department of Housing and Urban Development (HUD) for federal funds. Submitting the Plan to HUD is how the City accesses the following funds:
- Community Development Block Grant (CDBG)
- HOME Investment Partnership (HOME)
- Housing Opportunities for Persons with AIDS (HOPWA)
- Emergency Solutions Grant (ESG)
DHCD also includes state and local funding in the Plan.
The first step in preparing the Plan is to develop a Preliminary Annual Action Plan and then ask the public for comment.
The Community Development ordinance that embodies the Proposed version of the Plan is transmitted to City Council for its consideration and City Council holds a hearing on the Plan. Notification by City Council is placed in the “Legal Notices” section of various newspapers.
Every five years Philadelphia undertakes a comprehensive review of the city’s housing and community development conditions and needs. The Consolidated Plan FFY 2017-2021 (CFY 2018-2022) and Annual Action Plan FFY 2017 (CFY 2018) reflects that review and includes:
- Needs Analysis
- Housing Market Analysis
- Strategic Plan
- Annual Action Plan
The final version is submitted electronically to HUD at the end of June.
Copies of each stage of the Plan are available for citizen review in the Government Publications department of the Central, South Regional, West Regional, Northwest Regional and Northeast Regional branches of the Free Library of Philadelphia.The Annual Action Plan describes the activities the City expects to take in a fiscal year, and outlines the budgets for those activities.
When DHCD submits the Plan to HUD, it does so electronically through a program called IDIS. The Plan format mirrors the IDIS format so that HUD and the public, which does not have access to IDIS, are seeing the Plan in the same way.
Once the fiscal year is over, DHCD prepares a report on the activities it listed in the Plan. This report is called the Consolidated Annual Performance and Evaluation Report, or CAPER.
DHCD reports on its activities more frequently to City Council. These reports, called 1029AA, are issued quarterly.

The Annual Action Plan outlines how the City intends to spend the federal funds it is requesting for that fiscal year. The Plan identifies seven core goals:
- Create affordable homeowner and rental housing opportunities
- Preserve affordable homeowner and rental housing
- Reduce homelessness and expand special needs housing opportunities
- Foster open access to all housing and community resources and programs
- Address economic, education and income needs of people
- Strengthen community assets and manage vacant land
- Promote fair housing and access to opportunities
